This book is based on the key project of the National Social Science Foundation of China Research on the Rule of Law in Urban Traffic Planning and the key project of the Ministry of Justice Research on the Rule of Law and Guarantee Mechanism of Urban Traffic Civilization Construction, which were presided over by Prof. Meng Hongzhi. It is a record of the long-term research on urban traffic rule of law by Prof. Meng Hongzhi's team and the joint study of traffic law by teachers and students. The development of modern urban transportation is changing rapidly, especially in recent years, the emergence of new urban transportation modes such as net-contracting, shared bicycle and smart car has made the originally abstract The phenomenon of urban traffic civilization has become more complicated. With the background of urban traffic civilization construction, how to build a set of effective rule of law guarantee mechanism for urban traffic civilization construction under the existing institutional framework is undoubtedly an answer sheet to be solved in this era. This book is an extended study of the rule of law in the construction of urban traffic civilization in the structure of general theory + special theory, which not only systematically studies the basic scope, basic theory and other general principles of guaranteeing the rule of law in the construction of urban traffic civilization from the general level, but also extends the study from the perspective of The book not only systematically studies general principles such as basic categories and basic theories of urban transportation civilization construction, but also extends the research on such topics as legal governance of urban traffic congestion, legal governance of urban traffic pollution, legal governance of urban motor vehicle parking, legal governance of urban cabs, legal governance of urban shared bicycles, legal issues of urban smart cars, legal issues of express logistics industry, and protection of the rights of vulnerable groups in transportation from the perspective of sub-disciplines. The result of this book is a new attempt to present a theoretical monograph specializing in the construction of urban traffic civilization and the guarantee of the rule of law, with a view to contributing to the promotion of the construction of urban traffic civilization and the development of the rule of law in China.

About the main author

Meng Hongzhi, J.D., is a professor of Southeast University College of Law, a special professor and a doctoral supervisor, a national outstanding teacher and a provincial teaching teacher. He is currently the Director of the Research Center for Local Legislation, the Director of the Research Center for Rule of Law Government, the Deputy Director of the Research Center for Transportation Rule of Law and Development, the Director of the Research Base for Local Legislation of the Standing Committee of the Jiangsu Provincial People's Congress, and the Head of the Research Base for Education Legislation of the Ministry of Education of Southeast University. He is also the vice president of the Administrative Rule of Law Research Society of the Chinese Society of Behavioral Law, the executive director of the Chinese Administrative Law Research Society, the executive director of the Chinese Legislation Research Society, the president of the Jiangsu Legislation Research Society, the legal advisor of the Jiangsu Provincial People's Government, the legislative consultant of the Standing Committee of the Jiangsu Provincial People's Congress, the member of the selection committee of judges and prosecutors of Jiangsu Province, the researcher of the Soft Law Research Center of Peking University, the researcher of the Administrative Law Research Center of the National Academy of Administration, the researcher of the Chinese National University of Science and Technology, and the researcher of the Chinese National University. Researcher of Soft Law Research Center of Peking University, Researcher of Administrative Law Research Center of National School of Administration, Researcher of China Institute of Modernization of Rule of Law of Nanjing Normal University. He has served as Vice Dean of the Law School of Inner Mongolia University of Finance and Economics (presided over the work), Dean of the Law School of Shandong University of Commerce and Industry, and Vice Dean of the Law School of Southeast University.

He is in charge of Research on the Rule of Law System for Prevention and Control of Major Public Health Events, Research on the Change of Government Information Disclosure System in the Era of Big Data, Research on the Rule of Law of Urban Traffic Planning. (including one major project, two key projects, and two general projects), and presided over more than 20 research projects at the provincial and ministerial levels, including the Ministry of Education and the Ministry of Justice. He has published 15 monographs or edited books such as General Theory of Chinese Administrative Law, Administrative Law and Research on Departmental Administrative Law, and co-authored more than 20 books; published more than 60 academic papers in Chinese Law and other journals; received 10 provincial and ministerial awards for outstanding achievements in philosophy and social sciences and teaching achievements. His main research areas are administrative law, departmental administrative law, and legislation.
