Position:Deputy Chief Prosecutor and Member of the Procuratorial Committee of the Qinghai Provincial People's Procuratorate

Experience:From 1985 to 1993, he was engaged in criminal investigation, Approval for arrest, and public prosecution. From 1996 to 2002, his work primarily focused on handling civil and administrative cases.  

Since 2003, he has been fully involved in research and deliberation to promote and deepen the reform of the judicial system. He has undertaken or participated in research tasks for dozens of reform topics, including civil justice, judicial organization, and judicial management. Around the time of the Third Plenary Session of the 18th CPC Central Committee, in line with the central authorities' deployment to deepen judicial reform, he participated in research and deliberation on nearly ten major reform topics. These included promoting the unified management of personnel, finances, and assets of local courts and procuratorates below the provincial level, exploring the establishment of a judicial jurisdiction system appropriately separated from administrative divisions, strengthening and regulating legal and social supervision over judicial activities, and improving the procuratorial supervision system. He also took part in research and deliberation on reform plans for the seven pilot provinces for judicial system reform deployed by the Central Political and Legal Affairs Commission.  

In 2014, he was awarded a Third-Class Merit for his work in drafting the "Procuratorial Organs' Supervision over Civil Proceedings Rules (Trial)". Around the time of the Fourth Plenary Session of the 18th CPC Central Committee, he was responsible for drafting the "Report on Several Important Theoretical Issues in the Reform of the Judicial System" and participated in research and deliberation on relevant reform measures.
