The Center for Anti-Corruption and Rule of Law Studies of Southeast University (hereinafter the “Center”) was established in January 2015. It is a key research base for philosophy and social sciences in Jiangsu universities and the first comprehensive official research institution in China themed around “rule-of-law-based anti-corruption.”
The Center is affiliated with the School of Law of Southeast University and jointly developed by the School of Law, the University’s Commission for Discipline Inspection, and the Supervision Office. Associate Professor Qian Xiaoping serves as the Director. The Center is committed to the major strategic needs of the Party and the State in corruption governance, focusing on improving national anti-corruption legislation while also conducting specialized research in areas such as intra-Party anti-corruption mechanisms, regional integrity indices, integrity culture, and international anti-corruption cooperation. The research team consists of 10 full-time researchers within the university and 14 part-time researchers inside and outside the university, including 10 senior professional researchers. The team brings together high-level talent such as Changjiang (Yangtze River) Scholars, China’s Top Ten Outstanding Young Jurists, members of the National Ten-Thousand Talents Program, and recipients of the Ministry of Education’s New Century Excellent Talents Support Program, covering multiple disciplines including criminal law, administrative law, international law, political science, sociology, and Marxist theory.
The Center has produced high-level research achievements with significant social impact. Since its establishment, team members have published over 30 anti-corruption research articles in CSSCI journals such as China Legal Science, and authored several monographs, including Research on Accelerating the Advancement of National Anti-Corruption Legislation, Paths, Models and Mechanisms of Rule-of-Law-Based Anti-Corruption, and Theory and Practice of Investigative Thinking in Duty-Related Crimes. The Center has organized national academic conferences such as the “Symposium on Paths, Models and Mechanisms of Rule-of-Law-Based Anti-Corruption” and the “Symposium on Innovation and Development: Reform of the Supervisory Commission System.” It has also established cooperative mechanisms with judicial organs including the Jiangsu Provincial People’s Procuratorate and Jiangsu High People’s Court, exploring joint “university–judicial sector talent cultivation” models and co-building teaching teams with anti-corruption practice departments to cultivate specialized, high-quality anti-corruption legal professionals.
