The Civil Procuratorial Research Base of the Supreme People’s Procuratorate (Southeast University Civil Procuratorial Research Center, hereinafter referred to as the “Civil Procuratorial Base”) is the only national research base for civil procuratorial studies approved by the Supreme People’s Procuratorate in 2019. The Base was officially inaugurated by then Procurator-General Zhang Jun. Professor Shan Pingji, Vice Dean of Southeast University School of Law, serves as the Director of the Base.

Upon its establishment, the Civil Procuratorial Research Center of Southeast University was awarded the title of “Supreme People’s Procuratorate Civil Procuratorial Research Base” by Procurator-General Zhang Jun, and then Vice President of SEU, Zhou Youyong, received the plaque on behalf of the Base.

Since its inception, the Civil Procuratorial Base has been included in the China Think Tank Index (CTTI) as a source think tank. It has received important instructions from top leaders of the Supreme People’s Procuratorate, including the Procurator-General, Executive Deputy Procurator-General, and Deputy Procurators-General, on seven occasions and has been cited more than ten times in the internal publication Leadership Reference of the Supreme People’s Procuratorate.

The Base actively promotes collaboration between procuratorial institutions and universities, hosting over 40 research projects commissioned by the Supreme People’s Procuratorate on procuratorial theory. It has co-organized more than ten academic seminars with the Supreme People’s Procuratorate and various procuratorial organs and participated in over 100 national-level academic conferences, including the National Procuratorial Science Seminars, the Civil Law Research Committee of the China Law Society, and judicial interpretation review meetings of the Supreme People’s Court and the Supreme People’s Procuratorate.

Looking ahead, under the support and guidance of the Supreme People’s Procuratorate, the Civil Procuratorial Base will continue to strengthen cooperation between procuratorial institutions and universities. Through academic conferences, expert lectures, monographs, research projects, submission of research findings, and discussions on complex cases, the Base aims to provide intellectual support for civil procuratorial work, cultivate more legal talent for theoretical research and practical application, and contribute to the development of the socialist procuratorial system with Chinese characteristics.
