On November 1st, 2018, Prof. Yu An from the Public Administration School in Tsinghua University was invited to visit our school. The lecture was held in the mock court under the title of “PPP Legislation and Dispute Resolution”. The lecture was hosted by Professor Yu Lishen from the law school in Southeast University.

At the beginning of the lecture, Professor Yu An put forward the “difficulties” and “opportunities” of the Chinese PPP model and explained the two concepts. He proposed that the dilemma of China's PPP model is an opportunity. If this dilemma comes out, the market can solve the problem of the government performing public functions.

Later, Professor Yu An gave a lecture on the legislative conception of the PPP model, and proposed to prevent the state financial risk and financial risk as the basic direction of the legislative system design. Subsequently, Professor Yu An explained the basic legal issues of PPP business model, contract attributes and dispute resolution.

Finally, Professor Yu An proposed the concept of “new administrative law”. This can be used as a basis for discussing the legal attributes of the PPP agreement, since the new administrative law system is characterized by the fact that the public service sector includes market factors.

In the interactive session of the lecture, a lawyer raised questions about the PPP legislation, and Professor Yu An patiently answered the question. This lecture benefited the students.
