The 4th High-Level Forum on the Study of the Rule of Law Government of the Chinese Law Society Administrative Law Research Association was held in Southeast University

On August 31, 2019, the 4th High-Level Forum on the Study of the Rule of Law ofGovernmentof the Chinese Law Society Administrative Law Research Association was held in Southeast University. The conference was hosted by the Administrative Law Research Society of the Chinese Law Society and organized by the Law School of Southeast University, and co-organized by the Education Research Base of Southeast University and the Research Center for Rule of Law of Southeast University.

The rule of law government research square was led by the China Law Society Administrative Law Research Association, and composed of experts from the Chinese University of Political Science and Law, Southwest University of Political Science and Law, Shanghai Jiaotong University Kaiyuan Law School, Northwest University of Political Science and Law and Southeast University Law School High-end think tank. The “High-Level Forum on the Study of the Rule of Law Government had been held in Shanghai Jiaotong University, Southwest University of Political Science and Law, and Northwest University of Political Science and Law. The theme of this forum was Study on the Rule of Law in China's Education Administration in the New Era, which was another educational law research event held since the establishment of the Southeast University Education Legislation Research Base.

Professor Zhou Youyong, Vice President of Southeast University, Vice President of the Chinese Law Society Administrative Law Research Association, Professor Wang Jingbo,President of the Institute of Rule of Law Government of the China University of Political Science and Law, Secretary General of the Administrative Law Research Society of the Chinese Law Society,Deputy Director Kuang Lu of thePolicy and Regulations of the Ministry of Education Department, Director Wang Bing of the Policy and Regulation Department of the Jiangsu Provincial Department of Education, Professor Cheng Yanlei, Vice President of Anhui University, Professor Wang Zhouhu, Director of the Center for Harmonization and Innovation of the Rule of Law, Northwest University of Political Science and Law, Vice President of the Administrative Law Research Society of the Chinese Law Society, Professor Tan Zongze,Dean of the School of Administrative Law of Southwest University of Political Science and Law, Vice President of the Administrative Law Research Society of the Chinese Law Society, Associate Professor Jiang Hongzhen, Vice President of Kaiyuan Law School of Shanghai Jiaotong University, and Secretary Mao Huixi of Southeast University Law School were invited to this forum. More than 80 experts and scholars from Peking University, China University of Political Science and Law, Shanghai Jiaotong University, Northwest University of Political Science and Law, Southwest University of Political Science and Law, Renmin University of China, Wuhan University, Zhejiang University, Central South University, Nankai University, Anhui University, South China Normal University, Zhongnan University of Economics and Law, China College of Science, Shanghai University, Shanghai University of Finance and Economics, Shenzhen University, Guangdong Ocean University, Nanjing University, Nanjing Normal University, Hohai University, Southeast University, and other universities, research institutesand the academic journals such as Jianghai Academic Journal. The opening ceremony of the forum was presided over by Professor Meng Hongzhi, deputy director of the Education Research Base of Southeast University.

At the opening ceremony of the forum, Professor Zhou Youyong, Vice President of Southeast University, and Professor Wang Jingbo, Secretary General of the Administrative Law Research Society of the Chinese Law Society delivered delivered speeches respectively.

Professor Zhou Youyong first expressed warm welcome to the participants of the conference on behalf of the conference organizers. He pointed out that the rule of law was an important guarantee for the modernization of governance. In the new era, the rule of law in education would surely become an important part of the process of building the rule of law in our country. How to strengthen the construction of education rule of law had become the current research hotspot and frontier proposition. Professor Zhou Youyong believed that although the two areas of judicial review and university rule of law that are of concern at present are very important, there were a lot of new topics to be studied, whether it was education legislation, education law enforcement or the basic theory of education rule of law. Finally, Professor Zhou Youyong wished the forum a complete success and produced fruitful results.

Professor Wang Jingbo delivered a speech on behalf of Chairman Ma Huaide of the Administrative Law Research Society of the Chinese Law Society and extended a warm welcome to all the guests. It was proposed that the research of the rule of law government had made great contributions to the theory and practice of administrative law. At the same time, it affirmed the importance of the topic of this forum. The issue of education rule of law had a strong era, and it is education, law and other disciplines. The field of cross-fusion. Finally, she hoped that this forum would contribute ideas and contribute wisdom to the development of China's education administrative rule of law, andthis forum a complete success.

In the following four unit seminars, the experts discussed the topic of the degree system research, education law enforcement and dispute resolution mechanism, university governance and government supervision, and the hot issues in the field of education rule of law. The first phase of the seminar was chaired by Professor Cheng Yanlei, Vice President of Anhui University, and Deputy Director of the Policy and Regulation Department of the Ministry of Education. Professor Wang Chunye from Hohai University Law School, Associate Professor Liu Wei, Deputy Director of Education and Law Research Base of Northwest University of Political Science and Law, Associate Professor Chen Jinggen, Deputy Director of Party and Government Affairs Office of Shanghai University, Associate Professor Li Yuxing of Southeast University Law School, and Gao Junjie from Shenzhen University Law School Institutional research issues are reported separately. Prof. Xing Hongfei, Assistant President of Hehai University, Wu Yan, Editor-in-Chief of the Law Forum, and Professor Wu Jinsong from the Law School of South China Normal University, served as commentators.

The second phase of the theme was chaired by Professor Tan Zongze, Dean of the School of Administrative Law of Southwest University of Political Science and Law, and Professor Xiao Jinming, Dean of Shandong University (Weihai) Law School. Prof. Kong Fanhua, Associate Dean of School of Law, South China Normal University, Gao Yankun, Deputy Director of the Department of Liberal Arts, Shanghai Jiaotong University, Mr. Gao Hang, School of Education, Renmin University of China, Dr. Yang Jie, School of Law, Nankai University, Dr. Zhang Yuan, Kaiyuan Law School, Shanghai Jiaotong University A keynote report on education enforcement and dispute resolution mechanisms. Professor Wang Qingbin, deputy director of the Research Department of China University of Political Science and Law, Prof. Yu Shaoru, Associate Dean of the Local Legislative Research Institute of Southwest University of Political Science and Law, and Associate Professor Xiong Yulin of Southeast University Law School commented on the above report.

The third phase of the theme discussion was chaired by Professor Wang Zhouhu, director of the Center for Harmonization and Innovation of the Rule of Law in Northwest University of Political Science and Law, and vice president of the Administrative Law Research Society of the Chinese Law Society, and Associate Professor Jiang Hongzhen, vice president of Kaiyuan Law School of Shanghai Jiaotong University. Professor Zhang Xianwei, Dean of School of Law and Politics, Guangdong Ocean University, Professor Li Dayong, Associate Dean of School of Administrative Law, Northwest University of Political Science and Law, Associate Professor Fu Chuangyu, School of Law, Chinese Academy of Social Sciences, Yang Jingwen, School of Administrative Law, Southwest University of Political Science and Law, Xu Jian, School of Law, Shanghai University of Finance and Economics Associate professors report on the theme of university governance and government supervision. The commentator was Professor Yang Dengfeng of Nanjing Normal University Law School, researcher of Jiangsu Provincial Academy of Social Sciences, Zhang Chunli, editor of Jianghai Academic Journal, and Xu Jing, associate professor of Central South University Law School.

The topics of the fourth phase of the theme discussion centered on education equity and other educational rule of law issues. The special seminar at this stage was presided over by Professor Gong Xianghe from Southeast University Law School and Professor Xiao Zezhen from Nanjing University Law School. Professor Wang Jingbo, Dean of the Institute of Rule of Law, China University of Political Science and Law, Professor Peng Yuwen, Dean of Wuhan University Education Science Research Institute, Assistant Professor Tu Xinying, Hubei Provincial Local Legislative Research Center, Zhongnan University of Economics and Law, Liao Weiwei, Assistant Researcher, Institute of Higher Education, Anhui University, Zhejiang Dr. Xiao Shuang from the University Law School and Dr. Shi Shifeng from the Law School of Anhui University gave a report. Professor Liu Lianjun from Southeast University Law School, Liu Yuqiong, editor of Law Journal, and Associate Professor Liu Qichuan from Southeast University Law School.

The closing ceremony of the conference was presided over by Secretary Mao Huixi, Secretary of the Party Committee of Southeast University Law School. Professor Meng Hongzhi, deputy director of the Education Research Base of Southeast University and director of the Center for Rule of Law Government of Southeast University, made a summary of the meeting. Professor Meng proposed that the organization and development of this conference was very smooth. The papers collected at the conference were wide-ranging and of high quality. The topics were very exciting and the results were fruitful. He hoped that the guests would gather in Southeast University again.
