Associate Professor Shan Pingji of Our College was Invited to Participate in the Legislative Expert Demonstration Meeting of "Nanjing Municipal Waste Management Regulations"

On the morning of May 15, 2020, in order to enhance the scientificity and democracy of local legislation and further improve the quality of legislation, the Legal System (Work) Committee of the Nanjing Municipal People's Congress organized a legislative expert demonstration meeting on the Nanjing Municipal Waste Management Regulations. Xia Dezhi, director of the Legal Work Committee of the Municipal People's Congress Standing Committee, deputy director of the Municipal People's Congress Legal System Committee, and first-level inspector presided over the meeting. Shu Jianmin, deputy secretary general of the Municipal People's Congress Standing Committee, Yao Zhenglu, chairman of the Municipal People's Congress Legal Committee, Zhong Lianyong, deputy director of the Municipal People's Congress Legal Committee, and Wei Congnong, deputy director of the Legal Work Committee of the Municipal People's Congress, attended the meeting. Associate Professor Shan Pingji, vice president of Southeast University Law School and director of the Civil Prosecution Research Base of the Supreme People's Procuratorate, was invited to attend the meeting.

During the meeting, Xia Dezhi gave a brief explanation on the necessity of legislation and the difficulties in the process of drafting and reviewing. Associate Professor Shan Pingji of our college focused on the legislative difficulties of property service companies in the classification and collection and delivery of garbage in residential areas, the main body obligations of residential garbage management, regular and fixed delivery system arrangements, and the participation of third-party social forces in community garbage management. Issued professional opinions. Participants had a lively and in-depth discussion on the concept and classification of domestic waste, and identification of the person responsible for management, and put forward suggestions.

This demonstration meeting has played a positive role in the next review of the Nanjing Municipal Waste Management Regulations, and is conducive to expanding the influence of the discipline of environmental resources law in our college.
