On July 20, 2023, Professor Yin Ji was invited to attend a seminar on the sealing system of criminal records of minors in the procuratorial organs of Jiangsu Province. Deputy Prosecutor General Xi Yufeng of Jiangsu Provincial People's Procuratorate attended the meeting, senior prosecutors from the Department of Unprosecution of the Supreme People's Procuratorate, experts from Nanjing University, Southeast University, China University of Political Science and Law, Shanghai Academy of Social Sciences Institute of Law, and Shanghai Law Society Minors' Law Research Association, persons in charge of relevant departments of the Provincial Court, Provincial Public Security Bureau, Department of Education, and Provincial Youth League Committee, persons in charge of the Provincial Procuratorate's Department of Unprosecution, persons in charge of the Procuratorate of each province and municipality and persons in charge of Taizhou Education and Women's Federation. The meeting was attended by more than 70 people, including those in charge of education and women's federation in Taizhou.

At the seminar, Prof. Yin Ji made a keynote speech focusing on the New Requirements and Changes of Minors' Criminal Record Sealing System in the New Era, and put forward the concepts of reform and development from the aspects of top-level design, correctly applying the principle of balance of interests, perfecting the relevant supporting and converging systems, and strengthening the mechanism of procuratorial supervision. Prof. Yin Ji's speech was widely praised.
