Prof. Yin Ji was invited to attend the Seminar on Conditional Non-prosecution System for Minors in Jiangsu Province Procuratorial Authorities and acted as the chief commentator.

   The seminar was held in Huai'an Enlai Cadre College on December 22nd. Attending the seminar were Xi Yufeng, Deputy Procurator General of the Provincial Procuratorate, Xue Guojun, Procurator General of Huai'an City Procuratorate, Mao Jianzhong, Director of the Eighth Procuratorate Department of the Provincial Procuratorate and other leaders, Zhang Dadong, Deputy to the National People's Congress and Principal of Xin'an Primary School in Huai'an City, leaders of relevant departments of the Provincial Department of Public Security, the Provincial Department of Civil Affairs, the Provincial Party Committee of the Communist Youth League, and the Provincial Women's Federation, and experts from Nanjing University, Southeast University and the China University of Political Science and Law. experts from Nanjing University, Southeast University, and China University of Political Science and Law, as well as the heads of the relevant business departments of 13 provincial municipal procuratorates and some grassroots procuratorates. All the participants also visited Huai'an City Procuratorate Youth Rule of Law Education Base.

   Based on the exchange of speeches, Prof. Yin Ji made a general comment on the modernization of juvenile prosecution work and the improvement of the working mechanism and legislation on conditional non-prosecution. At the level of optimizing the working mechanism, it is suggested to adjust the recidivism of minors under conditional non-prosecution within the investigation period to whether they re-offend after 3 years after the expiration of the investigation period as an important indicator of the application of the system; and to further strengthen the capacity building of the minors' prosecution team, improve the quality of the team, and expand the training in the same classroom. At the level of deepening collaboration between prosecutors and schools, it is recommended that cooperation between prosecutors and schools in the field of juvenile prosecution be strengthened, that relevant theoretical research be deepened, and that, in the course of the State's revision of the Criminal Procedure Law, suggestions for amendments be actively put forward to the legislature to provide Jiangsu with wisdom. It is also recommended that the procuratorates of provincial municipalities and grass-roots procuratorates take greater initiative in seeking to report on their work to the Standing Committee of the National People's Congress at the same level, so as to gain more understanding, concern and support.
