On the morning of December 27, 2023, the Southeast University Foreign Rule of Law Talent Cultivation Strategic Planning Meeting was held in the conference room on the fourth floor of the Law School. The meeting was presided over by Prof. Ouyang Benqi, Dean of the Faculty of Law, and attended by Prof. Liu Qichuan, Secretary of the Faculty of Law, Prof. Yang Dengfeng, Director of the Academic Committee, Prof. Xiong Zhanglin, Vice Dean of the Faculty of Law, Prof. Shan Pingji, Vice Dean of the Faculty of Law, Prof. Xiao Bing, Head of International Law Discipline, Prof. Liu Lianjun, Chairman of the Hong Kong, Macao and Taiwan Law Research Association of the Jiangsu Law Society, Prof. Liu Yaohui, Associate Prof. of the Institute for Human Rights Studies, and all the teachers of International Law Department.

Combining the spirit of the Opinions on Strengthening Legal Education and Legal Theory Research in the New Era of China and the Opinions of the Ministry of Education on Accelerating the Training of Foreign-Related Rule of Law Talents in Colleges and Universities, and the Circular of the General Office of the Ministry of Education on the Construction of Innovative Bases for Collaborative Cultivation of Foreign-Related Rule of Law Talents, President Ouyang Benqi put forward the objectives and plans for the training of foreign-related rule of law talents in our college, and pointed out that the strategic goal of the training of foreign-related rule of law talents in SEU should be It is pointed out that the current strategic goal of Southeast University's foreign-related rule of law talent training should be a combination of discipline construction and talent training, through the establishment of comprehensive, cross-cutting, practical entity reflecting the characteristics of Southeast University, the integration of related disciplines on campus and the resources of research bases, to cultivate and ultimately build the national level of training bases of foreign-related rule of law talents.

Mr. Liu Qichuan then pointed out that in order to implement the spirit of General Secretary Xi Jinping's speech on strengthening the construction of foreign-related rule of law at the 10th Collective Learning Meeting of the 20th Political Bureau of the Central Committee, it is proposed to set up an institute of foreign-related rule of law, and to make the construction of foreign-related rule of law as a key project of the School of Law in the future, and to provide strong support for the introduction of talents, the setting up of institutions and the matching of funds.

Subsequently, Prof. Xiao Bing made a keynote speech on the current situation and problems of the cultivation of foreign-related rule of law talents and the construction of discipline, Prof. Xiong Zhanglin made a keynote speech on the requirements for the accreditation of foreign-related rule of law bases and the positioning of foreign-related rule of law entities, Prof. Liu Lianjun made a keynote speech on the rule of law in Hong Kong, Macao, Taiwan, Prof. Yang Dengfeng made a keynote speech on interdisciplinary resource integration, Associate Prof. Liu Yaohui made a keynote speech on the cultivation of talents for international human rights organizations, and Prof. Shan Pingji made a keynote speech on the effective application of the curriculum of established foreign-related rule of law related courses and the discipline resources. Prof. Shan Pingji made a keynote speech on the effective utilization of the existing foreign-related rule of law courses and disciplinary resources. All the teachers of the International Law Teaching and Research Department also joined in the discussion of the development plan and actively made suggestions.

Through the full discussion of the participants, this meeting has clarified the basic strategic planning for the cultivation of foreign rule of law talents of Southeast University, the positioning and thinking of the establishment of foreign rule of law entities, and the specific initiatives for the construction of foreign rule of law talents cultivation bases, including the promotion of the establishment of second-level master's degree disciplines, Sino-foreign joint schooling, the rule of law program for foreign projects, and the construction of provincial and university bases, which will ultimately lead to the establishment of a base with the characteristics, pragmatic cooperation, and practice-based training of the rule of law talents of Southeast University. This will ultimately form a practice-oriented mechanism for cultivating foreign rule of law talents with the characteristics of Southeast University and pragmatic cooperation.
