The code is an advanced form of written law, and the education code is a systematic institutional guarantee for the rights of learners. On November 16, 2020, General Secretary Xi Jinping pointed out at the Central Conference on Comprehensive Rule of Law that the Civil Code provides a good example for the codification of legislation in other fields. We should summarize the experience of compiling the Civil Code and timely promote the codification work in the legislative field where conditions are ripe. The 2021 Legislative Plan of the Standing Committee of the National People's Congress proposes to study and launch the codification work in the administrative legislative field where conditions are ripe, such as the Environmental Code, the Education Code, and the Administrative Basic Code. On November 24, 2023, the Ministry of Education held the first meeting on the compilation of the Education Code in Beijing, established a working group for the compilation of the Education Code, and launched the work of compiling the Education Code. At present, the compilation of the Education Code has entered a new stage of theoretical research and practical exploration of specific issues, as well as the writing of legal provisions.
In order to thoroughly study and implement General Secretary Xi Jinping's important discourse on education and the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, accurately grasp the integrated reform of the education technology talent system and mechanism, and systematically explore the issues of education code compilation and the protection of the rights of learners in the process of Chinese style education modernization, the National Human Rights Education and Training Base Southeast University Human Rights Research Institute and Southeast University Law School plan to hold a high-end forum on Education Code Compilation and the Protection of the Rights of Learners in Nanjing from October 18 to October 20, 2024.
