The Regulations on Public Transportation Security Management of Jiangsu Province is the first local law regulating the security management of public transportation in China, which was adopted at the 28th meeting of the Standing Committee of the 13th National People's Congress of Jiangsu Province in January 2022, and came into effect on May 1, 2022, and is the first local law regulating the security management of public transportation. The “Jiangsu Province Public Transportation Security Management Regulations” provides norms and guarantees for the improvement of the public transportation security management system, the implementation of public transportation operators to prevent the obligation and operation of the main responsibility for security management, the formation of the public transportation security management mechanism of the joint control, linkage and common governance. In order to ensure the objectivity, fairness, openness, transparency and timeliness of the post-legislative assessment work, members of the base participated in the research activities organized by the provincial people's congresses for many times. on June 13-14, 2024, the base was invited to Zhenjiang City to carry out a special research on the post-legislative assessment of the Regulations on the Administration of Public Security of Public Transportation in Jiangsu Province. Director Li Xiangyang, member of the Supervision and Judicial Committee of the Provincial People's Congress, Ge Kunbin, director of the Office of the Supervision and Judicial Committee of the Provincial People's Congress, Wang Zhongqi, second grade senior sergeant of the Provincial Public Security Department's General Internal Security Unit, Qu Zhiyou, fourth grade researcher of the Office of the Supervision and Judicial Committee of the Provincial People's Congress, Zhang Yunhao, director of the Base Office, and Li Xuan, base researcher, and Dr. Yuan Haoqiang Ph.D. student, took part in the research. At the symposium, the research team listened to the Zhenjiang Municipal Public Security Bureau, the Development and Reform Commission, the Finance Bureau, the Natural Resources and Planning Bureau, the Housing and Construction Bureau, the Bureau of Transportation, the Emergency Management Bureau and other relevant units of the implementation of the “Regulations on the Administration of Public Transportation Security in Jiangsu Province”, as well as public transport, long-distance passenger transport, cabs, online car companies and other operators of the opinions and suggestions.
From September 19th to 20th, 2024, the base was invited to Nanjing and Taizhou to participate in the post-legislative assessment of the “Jiangsu Province Public Transportation Security Management Regulations” thematic research. Li Xiangyang, member of the Supervision and Judicial Commission of the Provincial People's Congress, Ge Kunbin, director of the Office of the Supervision and Judicial Commission of the Provincial People's Congress, Liang Yongxing, detachment chief of the Metro Ground Transportation Security Detachment of the Provincial Public Security Department's General Intra-regional Security Unit, Qu Zhiyou, fourth-level researcher of the Office of the Supervision and Judicial Commission of the Provincial People's Congress, Meng Hongzhi, director of the Base, Zhang Yunhao, director of the Base Office, and Li Xuan, base researcher, and Dr. student Yuan Haoqiang, participated in the research. At the symposium, the research group listened to the reports of the Public Security Bureau, Development and Reform Commission, Finance Bureau, Housing and Construction Bureau, Transportation Bureau, Emergency Management Bureau and other relevant units of the two places on the implementation of the “Jiangsu Province Public Transportation Security Management Regulations”.
Since the establishment of the base, it has been entrusted to undertake the post-legislative assessment of the Regulations on Pre-school Education in Jiangsu Province and the drafting of the Measures for Handling the Motions of the Representatives of the People's Congress of Jiangsu Province, etc., and has undertaken more than 60 legislative consulting projects at the provincial and municipal levels, which have been highly recognized by the Standing Committee of the People's Congress of Jiangsu Province. In the next step, under the leadership of Prof. Meng Hongzhi, the director of the base, the base will continue to deeply participate in the work of local legislation in Jiangsu Province, promote the theoretical research on local legislation, cultivate legislative research talents, and build the base into a high-end think tank for national and local legislative research and service.
