Prof. Ouyang Benqi and Prof. Yin Ji Were Invited to Attend The Symposium of the Province's Procuratorial Organs to Promote the Construction of Evidence-centered Criminal Accusation System

On September 24, 2024, the “Seminar on Promoting the Construction of Evidence-Centered Criminal Accusation System in the Procuratorial Organs of the Province” co-organized by Jiangsu Provincial People's Procuratorate and Jiangsu Serious Crimes Procuratorate Research Base was held in Yangzhou. Prof. Ouyang Benqi, President of the Academy and Director of the Provincial Research Base of Serious Crime Prosecution, Prof. Yin Ji, National Prosecution Expert, Bao Shuhua, Procurator-General of Yangzhou Municipal People's Procuratorate, Lv Mei, Director of the Department of Serious Crime Prosecution of the Jiangsu Provincial People's Procuratorate, and Chen Zhe, Deputy Chief of Serious Crimes Detachment of the General Criminal Police of the Public Security Bureau of Jiangsu Province, as well as Deputy Procurator-Generals in charge of the procuratorates of the 13 municipalities in the province and the Director of the Department of Serious Crime Procuratorate, attended the meeting.

 

Prof. Ouyang Benqi was invited to give a speech for the opening ceremony of the conference, on behalf of the Law School and the Serious Crimes Prosecution Research Base, he congratulated the successful convening of the symposium, pointing out that the promotion of the construction of the evidence-centered criminal accusation system is an important measure to improve the socialist rule of law system with Chinese characteristics. Prof. Ouyang Benqi reviewed the history of cooperation between Southeast University and the university, introduced the discipline construction and achievements of the Law School, and wished the symposium a complete success. Prof. Ouyang Benqi acted as a speaker in the first module “Evidence Standard and Evidence Review”. He spoke highly of the three reports and commented on the differences in the standard of proof in different types of cases, the admissibility of uncertain appraisal opinions and evidence in overseas cases in conjunction with the speakers' reports.

 

Professor Yin Ji gave a keynote speech at the conference, in which he explained four aspects of the evidence-centered criminal accusation system. The first is the origin of the evidence-centered criminal accusation system; the second is the focus of the construction of the evidence-centered criminal accusation system, which puts forward the need for various organs to work together and build a prosecutorial-guided investigation system that conforms to the laws of criminal procedure; the third is the need to differentiate between rules of thumb and empiricism, and to do a comprehensive analysis of the evidence and make comprehensive judgments; and the fourth is the need to comprehensively sort out the difficult problems related to evidence and solve the difficult legal evidence and illegal evidence critical issues. evidence and illegal evidence critical issues. Prof. Yin Ji, as the interlocutor of the second module “Drug Crime Related Issues”, expressed his opinion.
