On November 9-10, the first Jiangsu Province Graduate Cross disciplinary Law Academic Innovation Forum was grandly held at the Jiulonghu Campus of Southeast University. This forum is hosted by the Jiangsu Provincial Graduate Education Guidance Committee for Philosophy, Law and History, and jointly organized by the School of Law and Graduate School of Southeast University.
Since the start of the submission process for this academic innovation forum, it has received widespread attention and enthusiastic participation from graduate students across the country, with over 600 paper submissions received. The submitted paper focuses on cutting-edge interdisciplinary legal issues, reflecting a strong sense of innovation and problem-solving, showcasing the outstanding style of master's and doctoral students in the field of law. This forum focuses on the theme of Cross disciplinary Law and has set up 5 keynote speeches around Engineering Law, Digital Law, Transportation Law, Medical Law, and Education Law; Conducted a research method training session on the integration and application of AI technology in literature review and writing; At the same time, five graduate sub forums were held in conjunction with the five directions under the forefront issue of interdisciplinary law.
On the morning of November 10th, the forum opened at the Jiulonghu Campus of Southeast University, presided over by Xiong Zhanglin, Vice Dean of the Law School of Southeast University. Sun Litao, member of the Standing Committee of the Party Committee and Vice President of Southeast University, and Professor Ye Meilan, President of Nanjing University of Posts and Telecommunications and Director of the Jiangsu Provincial Graduate Education Guidance Committee for Philosophy, Law and History, delivered speeches.
Principal Sun Litao first welcomed the experts, scholars, and graduate students who attended the conference on behalf of the school. Principal Sun pointed out that the interdisciplinary development of law is not only a demand of the times, but also an inevitable trend in the construction of a rule of law society. President Sun highly praised the achievements of the Law School in promoting the construction of interdisciplinary legal disciplines, and emphasized that contemporary legal education needs to cultivate legal talents with interdisciplinary perspectives. He hopes that all attending experts can speak freely and jointly explore new paths for the development of interdisciplinary law, contributing new wisdom to the rule of law construction in Jiangsu and even the whole country.
Director Ye Meilan first congratulated the Jiangsu Provincial Graduate Education Guidance Committee for Philosophy, Law and History on the convening of this forum. Director Ye pointed out that under the background of further comprehensively deepening reform and promoting Chinese path to modernization and putting forward the goal of cultivating high-quality compound talents in the rule of law, it is a concrete practice to systematically explore the issue of breaking discipline barriers and promoting the cross integration of law and various disciplines. Director Ye hopes that this forum can inject new thinking and provide new wisdom for the reform of legal education, become a forefront for exploring interdisciplinary legal theories, and serve as a showcase for interdisciplinary legal practice applications.
The award ceremony of the forum was presided over by Professor Ke Shuli from the School of Law of Southeast University and Executive Vice President of the Engineering Law Research Association of Jiangsu Law Society.
Zhu Kuize, Secretary General of the Jiangsu Provincial Graduate Education Guidance Committee for Philosophy, Law and History, announced the award decision.
Following the principle of quality first and preferring scarcity over excess, a total of 42 award-winning papers were selected through strict anonymous evaluation by experts in relevant fields, including 5 first prizes, 14 second prizes, and 23 third prizes. Wang Xizin, a professor at Peking University Law School and editor in chief of Chinese and Foreign Law, Yu An, a professor at Tsinghua University School of Public Administration, Yu Lingyun, a professor at Tsinghua University Law School, director of the Public Law Research Center, and vice president of the Administrative Law Research Association of the China Law Society, Song Hualin, a professor and dean of Nankai University Law School, Gong Xianghe, a professor at Southeast University Law School, executive dean of the Human Rights Research Institute, and president of the Education Law Research Association of Jiangsu Law Society, presented awards to the award-winning students.
The keynote speech session was chaired by Yang Dengfeng, a professor at the School of Law of Southeast University, Vice President of the Administrative Law Research Association of Jiangsu Law Society, and Vice President of the Legislative Law Research Association of Jiangsu Law Society.
Professor Yu An gave a report titled Types of Government Franchise Systems. Professor Yu pointed out that government franchising is a way of utilizing social capital and market mechanisms to achieve public service supply, and introduced the types, objects, forms, administrative rules, and policy basis of government franchising. From the perspective of the relationship between administrative and rule of law, Professor Yu elaborated on the forms and justifications of administrative priority and limited rule of law, and proposed the main issues of rule of law government franchising.
Professor Wang Xizhi gave a report titled Expert or Public? The Construction Path of Artificial Intelligence 'Trustworthiness'. Professor Wang pointed out that the trustworthiness of artificial intelligence is the core goal and implementation element of current domestic and international artificial intelligence governance. Based on the current situation where traditional rule of law is constrained by technological thinking, the construction of the trustworthiness of artificial intelligence needs to go beyond the expert governance path based on technology and shift towards a people-centered value standpoint, introducing a risk exchange mechanism on the basis of the traditional path, and promoting interaction between experts and the public.
Professor Yu Lingyun gave a report titled Legislative Issues on Autonomous Driving. Professor Yu pointed out that the authorization control of autonomous driving poses challenges to administrative law, civil law, and criminal law. It is necessary to promote the legitimacy dilemma of autonomous driving through the formulation of temporary local government regulations or local laws and the amendment of the Road Traffic Law. The construction of road traffic regulations for autonomous driving should consider three major aspects: market access and road access, handling of road traffic accidents and violations, data protection, and network security.
Professor Song Hualin gave a report titled Research on Pharmaceutical Law from the Perspective of Domain Law. Professor Song first started with the rise of field law, pointing out the function and significance of studying field law. Taking the Pharmaceutical Law as an example, Professor Song systematically elaborated on the convergence and integration of legal knowledge from multiple departments including the Constitution, administrative law, private law, and criminal law, as well as the important issues that exist in the field of pharmaceutical law. Future research on field law can be based on institutional history research, legal hermeneutics research, comparative law research, and practical problem oriented research approaches.
Professor Gong Xianghe gave a report titled The Development of Education Rule of Law in China and the Establishment of the Discipline of Education Law. Professor Gong systematically depicted the development process and trends of China's education rule of law from three aspects: education legislation, education administration, and education justice. Professor Gong pointed out that the construction of the discipline of educational law in China should attach importance to the theoretical system of educational law, the enrollment and curriculum construction of educational law majors, and the construction of educational law research institutions and teams at the ontological level; At the practical level, it is necessary to comprehensively carry out educational legislation, law enforcement, and judicial practice, widely promote the rule of law in education and educate lawyers, and strengthen the construction of academic groups in the field of educational law.
Professor Yang Dengfeng paid tribute and expressed gratitude to the five experts for their wonderful sharing. Professor Yang summarized the reports of the experts and affirmed their academic courage in the field of interdisciplinary legal research, encouraging young scholars and graduate students to explore and actively become innovative and versatile legal talents.
In addition, to enhance the mastery and application of digital tools among the attending teachers and students, a research method training session was set up at this forum. Li Xiaohui, a training instructor for CNKI's research products, presented how to use digital tools in academic research under the topic of Intelligent Research Tools: The Integrated Application of AI Technology in Literature Reading and Writing.

The Digital Law Credit Forum was hosted by Zhou Yuheng, a doctoral student from Southeast University. Yao Yilin, a doctoral student from Southeast University, Liang Jincheng, a doctoral student from Beijing Institute of Technology, Huang Wenjie, a doctoral student from Xiamen University, Huo Chunxin, a master's student from Wuhan University, Cao Lingxiao, Ren Guohong, a master's student from Southeast University, Wang Qinran, a master's student from Nanjing Audit University, Xie Changtong, a master's student from Zhejiang Agriculture and Forestry University, Yang Junpeng, a doctoral student from Southwest University of Political Science and Law, and Liu Wenqi, a doctoral student from Peking University, gave keynote speeches on topics such as generative artificial intelligence, algorithm interpretation rights, public data rights, and digital rights. In the evaluation stage, three evaluation teachers provided individual comments on the students' articles. Zhang Yujie, Associate Professor at Guangzhou University Law School and Executive Editor of Data Law, suggests that students further clarify the research subject, actively use more legal interpretation methods, and broaden research paths. Feng Yuqing, Associate Professor and Deputy Director of the Personnel Department at Southeast University Law School pointed out that the research on interdisciplinary law should not be limited to the narrow scope of law, but should also focus on fundamental theories with sustained vitality. Students need to have a clear sense of problem awareness, accurately focus on research concerns, deeply integrate with the particularity of the digital age, and further explore and innovate. Wang Xiong, Associate Professor at the Law School of China University of Political Science and Law and Editor in Chief of Graduate Law fully affirmed the writing style of making a mountain out of a molehill among all students. He suggested that students follow the newly introduced laws and regulations of the country in their research, clarify the research structure, and carefully consider the original concepts proposed in the research.
The Engineering Law Credit Forum was hosted by Wang Zhengchao, a doctoral student from Southeast University. Chen Yue, a master's student from Southeast University, Sun Huangbin, He Chao, Sun Mingyue, and Qin Xingjiang, a master's student from Wuhan University, gave keynote speeches on topics such as construction permits, construction subcontracting contracts, and engineering construction technology. In the evaluation process, Professor Huang Zhe from the Law School of Nanjing Normal University emphasized that interdisciplinary research also needs to focus on basic legal analysis methods, and in the writing of legal papers, commonly used vocabulary in the field of engineering practice needs to be accurately defined. Professor Yu Lishen from the School of Law at Southeast University and President of the Engineering Law Research Association of Jiangsu Law Society provided detailed comments on the papers of the five award-winning students, emphasizing the need to avoid improper connections in writing. Jiang Tianqi, the editor in chief of the Journal of Soochow University (Philosophy and Social Sciences Edition), recognizes the works of the students and suggests that in writing on engineering law related topics involving the application of generative artificial intelligence, the special characteristics of engineering technology that distinguish it from the application of artificial intelligence in other fields can be focused on.
The Education Law Credit Forum was hosted by Lu Jie, a doctoral student from Southeast University. Ma Xiao, a doctoral student from Central South University, Chen Jinzhu, a doctoral student from Peking University, Hu Xinrui, a doctoral student from East China University of Political Science and Law, Zhu Haiyan, a doctoral student from East China University of Political Science and Law, Cai Guiling, a master's student from Zhengzhou University, Shi Bowen, a master's student from Lanzhou University, Ning Hanzi, a master's student from Nanjing University of Aeronautics and Astronautics, Zihan, a master's student from Wuhan University of Technology, and Sun Haopeng, a master's student from Changzhou University, gave keynote speeches on topics such as Degree Law, Education Code. In the evaluation process, Meng Hongzhi, a professor at the School of Law of Southeast University and the president of the Legislative Law Research Association of Jiangsu Law Society, first affirmed the academic value of each article, comprehensively summarized the core arguments of each article, encouraged students to continue to dig deeper, and suggested that master's and doctoral students should adhere more to the principle of one article, one problem in their article writing. Zheng Lei, Associate Professor at the Law School of Zhengzhou University and Deputy Director of the Education Legislation Research Base of the Ministry of Education (Zhengzhou University), suggests starting from writing methodology that master's and doctoral students should pre-set writing objects, determine writing perspectives, and choose argumentation angles, methods, and content based on the different objects of the article. Teacher Zheng Lei further pointed out that when writing an article, it is important to highlight the specificity of the problem to be solved and not simply apply conclusions from other fields. Zhang Shuguang, Director of the Editorial Department and Deputy Editor of the Journal of Education Science at Hunan Normal University emphasized the importance of literature review from the different logics of educational and legal writing. At the same time, he encouraged master's and doctoral students to conduct in-depth research on social and theoretical hot topics such as digital education and campus bullying.
The Traffic Law Credit Forum was hosted by Ma Jinfei, a doctoral student from Southeast University. Zhu Ruifeng, a doctoral student from East China University of Political Science and Law, Zhang Chi, a doctoral student from Tianjin University, Ou Lanning, a doctoral student from Tianjin University, Wang Qiao'er, a master's student from East China University of Political Science and Law, Ding Ketai, a master's student from Northwest University of Political Science and Law, Qian Shuang, a master's student from Jiangsu University, and He Yuhua, a master's student from Northwest University of Political Science and Law, gave keynote speeches on various legal issues related to transportation modes such as ships, aircraft, and autonomous driving. During the evaluation process, Professor Huang Pei from Tongji University Law School pointed out that the current domestic legal disciplines include five basic branches of law: constitutional law, administrative law, criminal law, civil law, and procedural law. In the process of conducting interdisciplinary legal research, researchers can start from the existing disciplinary background, combine social hotspots, and research interests to determine the research object. Zhang Chunli, a researcher at Jiangsu Academy of Social Sciences and editor in chief of Jianghai Journal, pointed out from the perspective of paper publication that papers need to have a clear awareness of problems, pay attention to the actual social situation, grasp the correct political direction, and understand the publication rules of journals, to achieve knowing oneself and knowing the enemy, winning a hundred battles. The research content of the paper should adopt a meso perspective, considering both theory and practice. Gu Dasong, Associate Professor at the School of Law of Southeast University and Executive Director of the Key Research Base for Policies and Regulations in the Transportation Industry of Jiangsu Province pointed out that research on transportation law should focus on unique issues such as the subject of transportation law and transportation rights, while deeply understanding industry practices and achieving a combination of theory and practice.
The Medical Law Credit Forum was hosted by Huang Hongyi, a doctoral student from Southeast University. Liu Guanhe, a doctoral student from Southeast University, Wang Wen, a doctoral student from Sun Yat sen University, Zhu Changsheng, a master's student from Wuhan University, Jia Yanhao, a master's student from Shandong University, Zhou Ziqi, a master's student from Northwest University of Political Science and Law, and Cheng Yuxin, a master's student from Nanjing University of Aeronautics and Astronautics, gave keynote speeches on topics such as social egg freezing, arbitrary medical behavior, neurological rights, special constitution, and prescription circulation. In the evaluation process, Liu Jianli, associate professor of the School of Law at Southeast University and director of the Institute of Medical Law at Southeast University, pointed out that the structure of the two articles on arbitrary medical behavior is good and has a problem awareness, but it is necessary to avoid the problem of concept switching. Concepts such as presumed consent and assumed consent need to be distinguished, and the existing reasoning is not clear enough in this regard. Wang Qihui, a lecturer at the Law School of Hohai University, believes that further clarification is needed on whether the agency behavior mentioned in the article on special constitution can be applied to medical behavior. In addition, the proof and argument for reducing compensation liability for mental damages are still unclear. The issue of substitutability exists in the topic of prescription circulation, and the special analysis of prescription circulation can be strengthened. Professor and Dean of the Law School of Southwest Medical University, and Editor in Chief of Medicine and Law, Luo Gang, pointed out that the main body of the article on egg freezing still needs to be further clarified based on practical operations, and practical issues such as egg freezing for divorced women should be discussed, while also considering the objectification and dignity of women. The overall content of the article on neural rights is relatively rich, and it can be considered to appropriately split it and provide specific discussions on some of the issues.
The closing ceremony of the conference was presided over by Ji Yang, Associate Professor and Assistant Dean of the School of Law at Southeast University. Associate Professor Ji Yang expressed his gratitude to the experts and graduate students who participated in the sharing at the meeting, and summarized the discussion topics and progress of the five sub forums. Associate Professor Ji Yang once again emphasized the original intention and development direction of the Cross disciplinary Legal Academic Innovation Forum, hoping that experts and graduate students can continue to deepen their work in the field of cross disciplinary legal research and strive for excellence.
