The Law School of Southeast University and the People's Procuratorate of Jurong City Deepen Cooperation Between the Procuratorate and the University

To further implement the Opinions on Strengthening Legal Education and Legal Theory Research in the New Era issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council, and to advance the development of a practice-oriented legal education system, the School of Law at Southeast University and the People's Procuratorate of Jurong City conducted an in-depth procuratorate-university collaboration activity on the afternoon of 15 April. Liu Qichuan, Party Secretary of the School of Law; Ji Yang, Deputy Dean; Xu Minchuan, Assistant to the Dean; Ou Yang Benqi, Director of the Southeast University Cybersecurity and Rule of Law Research Centre; and Yin Ji, part-time professor at the School of Law, were invited to attend the signing ceremony and plaque unveiling for the procuratorate-university cooperation. Zhang Dongsheng, Member of the Party Leadership Group and Deputy Procurator-General of the Zhenjiang Municipal People's Procuratorate; Chen Dongxu, Party Secretary and Procurator-General of the Jurong Municipal People's Procuratorate; Yang Haiping, Deputy Secretary of the Political and Legal Affairs Commission of the Jurong Municipal Committee and Executive Vice President of the Jurong Municipal Law Society; and the head of the Legal Policy Research Office of the Zhenjiang Municipal People's Procuratorate also attended the event. The ceremony was hosted by Liu Wei, Member of the Party Leadership Group and Special Commissioner of the Procuratorial Committee of the Jurong Municipal People's Procuratorate.


  Prior to the unveiling ceremony, Deputy Procurator Zhang Dongsheng extended a warm welcome to the leaders and professors from the School of Law at Southeast University in his opening remarks. He pointed out that the Law School of Southeast University, with its strong research capabilities, can provide solid theoretical guidance and strong intellectual support for the Jurong City People's Procuratorate in developing more typical and high-quality cases. This procuratorate-university cooperation is a key measure to implement the ‘Opinions on Strengthening Cooperation Between Procuratorial Organs and Higher Education Institutions in the New Era,’ and it is also a necessary requirement for the Zhenjiang procuratorial organs to leverage university resources to cultivate talent, deepen research on key topics, and serve judicial case handling.


Secretary Liu Qichuan stated that this year, the School of Law at Southeast University has listed the cooperation between the procuratorate and the university as one of its key tasks, which is in line with the key work requirements of the Supreme People's Procuratorate and consistent with the school's educational policy. He emphasised that Southeast University and the Jiangsu procuratorial system have always maintained close and deep cooperation, forming a mutually beneficial cooperation model between the procuratorate and the university. It is hoped that this cooperation will serve as an opportunity for the School of Law at Southeast University and the Jurong City People's Procuratorate to further deepen their cooperation, expand cooperation areas in all aspects, and strengthen exchanges and cooperation in areas such as collaborative education, practical teaching, business development, academic exchanges, research project applications, theoretical research, and talent cultivation and training, working together to achieve even more fruitful results in procuratorate-university cooperation.


  At the event, the School of Law of Southeast University and the Jurong City People's Procuratorate formally signed a cooperative agreement aimed at further deepening their cooperative relationship, improving the procuratorate-university cooperation mechanism, innovating theoretical research and judicial practice cooperation models, and achieving a mutually beneficial and win-win situation through collaborative education. Subsequently, Procurator Chen Dongxu and Party Secretary Liu Qichuan jointly unveiled the ‘Southeast University Legal Education Practice Base.’


  After the unveiling ceremony, the participants visited the Jurong Procuratorial Legal Education Centre.


After the event, Professors Yin Ji and Ouyang Benqi from the School of Law at Southeast University were invited by the Zhenjiang City Procuratorate to give a lecture to procuratorial officers from the two levels of the procuratorate in Zhenjiang City via video conference, helping to improve the procuratorial research and judicial case handling capabilities of the procuratorial officers.


  Professor Yin Ji gave a systematic explanation of prosecutorial research writing in his lecture titled ‘Research on Prosecutorial Research Writing.’ Drawing on his many years of teaching and research experience, he vividly interpreted how to combine theoretical research with prosecutorial practice through actual cases, providing useful guidance for improving the research writing abilities of prosecutors.


  Professor Ouyang Benqi delivered a lecture titled ‘Legal Application of Data and Information Crimes,’ conducting an in-depth analysis of the practical issues surrounding data and information crimes. He thoroughly examined the challenges and points of contention in the identification of such crimes, offering insights that blend theoretical depth with practical guidance. This provided prosecutors with clear strategies and methods for handling such cases.


  In the future, the School of Law at Southeast University will continue to strengthen close cooperation with procuratorial organs and other units, jointly exploring the establishment of a long-term mechanism for joint talent cultivation. Guided by the objective of addressing forward-looking and strategic procuratorial issues, it will accelerate theoretical research collaboration, deepen educational training cooperation, and maximise resource sharing and complementary advantages. Through joint efforts in theoretical research and talent cultivation, it will fully advance the in-depth development of procuratorial-academic cooperation, achieving a win-win situation.
